Heilongjiang University Admission Guide for the "Chinese Government Scholarship - High-level Graduate Program"


To enhance mutual understanding and friendship between the Chinese people and people from various countries around the world, as well as to promote exchanges and cooperation between China and other countries in politics, economy, culture, education, and trade, the Chinese government has established various scholarship programs to support international students, teachers, and scholars in studying and conducting research activities at Chinese universities. Students who are awarded the Chinese Government Scholarship (referred to as "scholarship recipients") will be placed in higher education institutions or research institutions entrusted by the Ministry of Education of China to study disciplines related to natural sciences, engineering, agriculture, medicine, economics, law, management, education, history, literature, philosophy, and other fields. The Ministry of Education of China formulates the annual plan for the Chinese Government Scholarship and entrusts the China Scholarship Council (referred to as "CSC") with the specific responsibility of recruitment and the daily management of scholarship recipients in China. China warmly welcomes outstanding young students, scholars, and teachers from around the world to study and conduct research at Chinese higher education institutions.


Heilongjiang University is an approved institution for receiving Chinese Government Scholarship recipients. Since 1980, the university has admitted over 24,000 international students from various countries. The university consistently seeks development through its distinctive features, relies on high-quality educational resources, and focuses on improving the quality of talent cultivation and social adaptability. It aims to train highly qualified, versatile, and innovative professionals in response to the needs of economic and social development.


The "High-level Graduate Program" is a full scholarship program under the Chinese Government Scholarship specifically designed for master's and doctoral students. The program follows the principles of "individual application, university recommendation, expert evaluation, and selection based on merit" to select international students with outstanding academic backgrounds, professional abilities, and development potential. The final admission decisions are based on expert evaluations. The detailed information about the program is as follows:

II. Application Process and Timeline

Applicants should submit their applications on the Chinese Government Scholarship Registration Website before Feb.15th.

III. Applicant Qualifications

1. Applicants must be non-Chinese citizens and in good health.

2. Educational background and age requirements:

a) For Master's degree applicants, a bachelor's degree is required, and the age should not exceed 35 years old.

b) For Ph.D. degree applicants, a master's degree is required, and the age should not exceed 40 years old.

3. Excellent academic performance (with a score of 75 or above on a scale of 100).

4. Strong research abilities.

5. Not concurrently holding any other scholarship.

6. Applicants must provide a valid HSK Level 4 certificate with a score of 180 or above obtained within the past two years. Applicants who have not achieved a score of 180 or above in HSK Level 5 must undergo one year of Chinese language study and achieve a score of 180 or above in HSK Level 5 before starting their major studies. (Applicants who have obtained a degree from a Chinese university where Chinese was the language of instruction are exempt from providing HSK certificates.)


IV. Scholarship Coverage and Benefits

The full scholarship includes tuition, accommodation, living expenses, and comprehensive medical insurance.

1. Monthly living allowance for scholarship recipients:

Master's students: 3,000 RMB/month

Ph.D. students: 3,500 RMB/month

The living allowance is provided monthly by the university to the scholarship recipients.

2. Comprehensive medical insurance: The Chinese Ministry of Education provides comprehensive medical insurance for all Chinese Government Scholarship recipients according to regulations.

V. Application Documents

Applicants must truthfully fill in and submit the following application documents:

1. Applicants must fill in and submit basic application information on the "Study in China Online Application System" of the China Scholarship Council. After submitting the information, please print the China Government Scholarship Application Form generated by the system and sign it.

2. Notarized highest diploma. If the applicant is a current student or employed, a pre-graduation certificate issued by the applicant's current school or an employment certificate issued by the employer must be submitted separately. Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

3. Academic transcripts. Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

4. Study and research plan in China (no less than 1000 words) written in Chinese or English and signed by the applicant.

Note: Please carefully prepare the study and research plan in China as it is an important reference for expert evaluation.

5. Two recommendation letters from associate professors or above written in Chinese or English, with the recommender's signature.

6. Photocopy of the passport photo page.

7. Foreigner Physical Examination Form (photocopy, the original form should be retained by the applicant). This form is printed and issued by Chinese health and quarantine departments and is only required for applicants whose study in China will exceed 6 months. It must be filled in English. Applicants should strictly follow the requirements listed in the Foreigner Physical Examination Form. The form is invalid if any item is missing, the applicant's photo is not attached or stamped with the official seal, or there is no signature and seal of the physician and the hospital. The form is valid for 6 months.

8. Certificate of Non-Criminal Record or Commitment Letter of Non-Criminal Record.

9. Pre-admission letter. The university will issue pre-admission notices to applicants who have passed the interview.


Note: The above-mentioned hardcopy application materials (one original and one photocopy) must be sent to the Office of International Cultural Education College, Heilongjiang University, before March 31st. For the mailing address, please refer to the contact information in item seven.


Regardless of admission status, the application materials will not be returned. If some materials cannot be delivered due to special circumstances, please provide a timely explanation.


VI. Admission and Notification

1. Applicants can check the application progress and results through the scholarship application system.

2. Heilongjiang University is responsible for submitting the candidate's materials to the China Scholarship Council.

3. Heilongjiang University will E-mail the "Heilongjiang University Admission Notice," "Registration Instructions," and the "Visa Application for Foreign Students Studying in China" form (JW201 form) to the admitted applicants in early July. Students should arrive at the university for registration according to the specified date in the Admission Notice.
