Admission Guide of Heilongjiang University


To enhance mutual understanding and friendship between the Chinese people and people from various countries around the world, as well as to promote exchanges and cooperation in politics, economy, culture, education, and trade between China and other countries, the Chinese government has established various scholarship programs to support students, teachers, and scholars from around the world in studying and conducting research activities in Chinese higher education institutions. Students who are awarded the Chinese Government Scholarship (referred to as "scholarship recipients") will be placed in higher education institutions or research institutions in China entrusted by the Ministry of Education of China to study in relevant fields. The Ministry of Education of China formulates the annual plan for the Chinese Government Scholarship and entrusts the China Scholarship Council (referred to as "CSC") with the specific responsibilities of student enrollment and daily management affairs of scholarship recipients in China. China warmly welcomes outstanding young students, scholars, and teachers from various countries to study and conduct research in Chinese higher education institutions.


The "Asian Countries Financial Talents Development Program" is a Silk Road scholarship program established by Heilongjiang University specifically for countries along the "Belt and Road" initiative, especially Asian countries. This program offers scholarships to outstanding international young students to pursue undergraduate and graduate degrees in China.

II. Application Procedure and Timeline

Applicants should submit their applications on the Chinese Government Scholarship application website before May 10th of the current year.

III. Eligibility Criteria for Applicants

1) Applicants must be non-Chinese citizens in good health.

2) Academic and age requirements:

a) Master's degree applicants must hold a bachelor's degree and be under 35 years old.

b) Undergraduate degree applicants must have completed high school and be under 25 years old.

3) Excellent academic performance (with a score above 75 out of 100).

4) Strong research abilities.

5) Not currently receiving any other scholarship funding.

6) Applicants are required to submit their results of the HSK (Chinese Proficiency Test) Level 4, with a score of 180 or above, obtained within the past two years. Applicants who have not achieved a score of 180 or above in HSK Level 5 will need to undergo one year of Chinese language study before entering the major. They must achieve a score of 180 or above in HSK Level 5 to proceed with their academic studies. (Applicants who have obtained a degree from a Chinese university where Chinese was the language of instruction are not required to provide HSK scores.)


IV. Scholarship Coverage and Benefits

This program provides full scholarships, including tuition fees, accommodation fees, living allowances, and comprehensive medical insurance.

1) Monthly living allowance for scholarship recipients:

- Master's degree: 3,000 RMB per month

- Undergraduate: 2,500 RMB per month

Living allowances are distributed monthly by the university.

2) Comprehensive medical insurance: The Chinese Ministry of Education provides comprehensive medical insurance for all Chinese Government Scholarship recipients according to regulations.

V. Application Documents

Applicants must truthfully fill out and submit the following application documents:

1) Applicants must complete and submit the basic application information on the "Study in China Online Application System" of the China Scholarship Council. After submitting the information, please print the generated Chinese Government Scholarship application form and sign it.

b) Accepting Institution Code for Heilongjiang University: 10212

c) Online Application Period: December 15th to May 10th

2) Notarized highest diploma or degree certificate. If the applicant is a current student or employed, an additional pre-graduation certificate issued by the school or an employment certificate issued by the employer must be submitted. Documents in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English.

3) Academic transcripts. Documents in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English.

4) Study and research plan in China (no less than 1000 words) written in Chinese or English and signed by the applicant.

Note: Please carefully write the study and research plan in China as it is an important reference for expert evaluation.

5) Two recommendation letters from associate professors or higher-ranking experts written in Chinese or English and signed by the recommenders.

6) Photocopy of the passport photo page.

7) Foreigner Physical Examination Form (photocopy, the original form should be retained). This form is printed by the Chinese health and quarantine department and is only required for applicants whose study period in China exceeds 6 months. It must be filled out in English. Applicants should strictly follow the requirements in the Foreigner Physical Examination Form. The form is invalid if it is incomplete, lacks the applicant's photo or seal, or is not signed and stamped by a physician and the hospital. The form is valid for 6 months.

8) Certificate of No Criminal Record or a Commitment Letter of No Criminal Record.


Note: The above-mentioned hardcopy application documents (one original and one photocopy) must be sent to the Office of International Cultural and Educational Institute for International Students Admissions, Heilongjiang University, before May 10th. For the mailing address of the hardcopy materials, please refer to the contact information in item seven. The application documents will not be returned regardless of acceptance. If some documents cannot be delivered due to special reasons, please explain promptly.


VI. Admission and Notification

1) Applicants can check the application progress and results through the scholarship application system.

2) Heilongjiang University is responsible for submitting candidate materials to the China Scholarship Council.

3) Heilongjiang University will E-mail the "Admission Notice," "Registration Guidelines," and "Visa Application Form for Study in China" (JW201 Form) to the accepted applicants in early July. Students must come to the university for registration according to the specified date and information in the "Admission Notice."
