Admission Guide
In order to enhance mutual understanding and friendship between the Chinese people and people from all countries around the world, as well as to promote exchanges and cooperation in various fields between China and other countries, the Chinese government has established scholarships to support outstanding students, teachers, and scholars from all over the world to study or conduct research at Chinese universities. As one of the Chinese universities responsible for the training of Chinese Government Scholarship recipients, Heilongjiang University is committed to promoting exchanges and cooperation among member states of the Shanghai Cooperation Organization (SCO). Leveraging its strengths in Russian and Chinese language disciplines, our university provides talent support for exchanges and development among SCO member states through a joint master's degree program with partner universities from the SCO member states.

II. Application Requirements
1. Applicants should be current master's students from Shanghai Cooperation Organization member countries' universities with a cooperative relationship with Heilongjiang University.
2. Applicants are not allowed to choose language and literature majors other than Chinese. Translation majors in languages other than English are exempt from this restriction.
3. Applicants are required to have a Chinese language proficiency of at least HSK Level 4 with a score of 180 points.
III. Funding Standards
This program provides full scholarships covering tuition fees, accommodation expenses, living allowances, and comprehensive medical insurance.
1. Monthly living allowance: 3,000 RMB.
The living allowance is provided monthly to scholarship recipients by the university.
2. Comprehensive medical insurance: The Chinese Ministry of Education will purchase comprehensive medical insurance for all Chinese Government Scholarship recipients according to regulations.
IV. Application Materials
Applicants must truthfully fill out and submit the following application materials:
1. Applicants must fill in and submit basic application information on the "Study in China Online Application System" of the China Scholarship Council. After submitting the information, please print the generated Chinese Government Scholarship Application Form and sign it.

c) Online application period: December 15th - April 30th
2. Copy of passport photo page.
3. Proof of current enrollment from the applicant's school.
4. Official letter from the international exchange department of the applicant's current school.
5. Academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by certified translations in Chinese or English.
6. Chinese language proficiency certificate.
7. Study and research plan in China (minimum 1000 words), written in Chinese or English and signed by the applicant.
8. Two recommendation letters from associate professors or above, written in Chinese or English, and signed by the recommenders.
9. Applicants under 18 years of age must submit relevant legal documents of their legal guardian in China.
10. Copy of "Foreigner Physical Examination Form" (retain the original). This form is uniformly printed by Chinese health and quarantine authorities and is only required for those whose study duration in China exceeds 6 months. The form must be completed in English. Applicants should strictly follow the requirements in the "Foreigner Physical Examination Form." Forms with missing information, no personal photo affixed or official seal, or lack of signatures and seals from physicians and hospitals will be considered invalid. The form is valid for 6 months.
11. Certificate of No Criminal Record or Letter of Commitment of No Criminal Record.
V. Application Process
1. Applicants submit their applications to the international exchange department of their current school.
2. The international exchange department of the applicant's current school sends an official letter to Heilongjiang University to confirm the selected applicants.
3. The applicant's current school sends all the applicants' materials (originals/copies) to the Office of International Cultural and Educational Institute for International Students Recruitment at Heilongjiang University before April 30th.
4. The university reviews the materials in the system and reports the candidates to the China Scholarship Council.
5. The China Scholarship Council reviews the materials of the applicants reported by the university.
6. In early July, Heilongjiang University will mail the "Admission Letter," "Registration Instructions," and "Visa Application Form for Study in China" (JW201 form) to the admitted applicants. Students are required to come to the university for registration according to the specified registration date stated in the "Admission Letter."
