Heilongjiang University is a comprehensive university with the most complete disciplines and the widest coverage of specialties in Heilongjiang Province, located in the beautiful Chinese city of Harbin. Harbin is known as “Moscow of the East” and “Little Paris of the East”, with beautiful scenery and unique architectural style. In summer, the climate is cool, and in winter, you can skate and ski, especially the beautiful and marvelous ice lantern art, which is famous all over the world, and it is a famous “international city”. Harbin is a Mandarin-speaking area, making it the ideal place to learn standard Chinese. Heilongjiang University is a local comprehensive university with characteristics, high level and modernization, jointly built by the Ministry of Education and the People's Government of Heilongjiang Province. The university has more than 35,000 full-time students and more than 9,000 graduate students of various types. Since 1980, the university began to enroll foreign students, and has trained more than 25,000 international students from all over the world. The university has 81 undergraduate majors covering 11 interdisciplinary disciplines of philosophy, economics, law, education, literature, history, science, engineering, agriculture, management and arts, 12 first-level disciplines authorized for doctoral degree and 37 first-level disciplines authorized for master's degree. It has a complete education system for training bachelor's degree, master's degree and doctoral degree.

为深化中外青年学术友谊和交流互鉴，搭建世界青年科研人才交流平台，国家留学基金管理委员会(以下简称国家留学基金委)2025年继续通过ChinaLink项目资助国外优秀学生学者来华进行为期1至12个月的短期研修，资助标准按现行中国政府奖学金普通进修生或高级进修生全额资助标准执行。
In order to deepen the academic friendship and mutual understanding between Chinese and foreign young people, and to build a platform for the exchange of young scientific research talents in the world, the State Scholarship Council (hereinafter referred to as the Scholarship Council) will continue to fund short-term training of outstanding foreign students and scholars for a period of one to twelve months in China through the ChinaLink program in 2025, and the funding standard is in accordance with the current standard of full-funding of Chinese Government Scholarships for Ordinary Students or Advanced Students. 二、申请人资格
II. Qualifications of applicants
1.非中华人民共和国国籍，身心健康;
1. Applicants must be non-citizens of the People’s Republic of China and maintain sound physical and mental health.
2.普通进修生申请人，年龄不超过45周岁;高级进修生申请人，年龄不超过50周岁;
2. For General Scholars, applicants must be under the age of 45; for Senior Scholars, applicants must be under the age of 50.
3.申请及参与项目期间，须为国家留学基金委国外合作院校全日制在读学生或教职员工，国外合作院校列表详见附件

三、奖学金资助内容和标准
I II. Scholarship funding content and criteria
在华期间享受全额奖学金资助，包括免学费、免校内住宿费、综合医疗保险费；按照中国政府奖学金标准提供生活费，其中，普通进修生3000元人民币/月，高级进修生3500元人民币/月。
Selected participants will receive comprehensive financial support for the duration of their stay in China. This includes full tuition and accommodation fee waivers, as well as comprehensive health insurance coverage. In addition, living stipends will be provided in accordance with the Chinese Government Scholarship standards: RMB 3,000 per month for general scholars, and RMB 3,500 per month for senior scholars.
四、申请流程
IV. Application Procedure
1. 申请人需在https://hi.hlju.edu.cn/admissions/home.htm 选择在线申请→选择招生类别→中国政府奖学金-普通进修生/高级进修生”上传申请材料。
1. Applicants are required to register on the https://hi.hlju.edu.cn/admissions/home.htm, select “Online Application,” choose the appropriate category, and upload the necessary application materials for the Chinese Government Scholarship: General Scholars / Senior Scholars” .
2. 学校对申请人进行审核以综合考核后，确定拟推荐人名单，为拟推荐人出具预录取通知书。
2. University will conduct a thorough review and evaluation of all submissions. Following this assessment, a list of recommended candidates will be compiled, and successful applicants will receive a pre-admission notice.
3.获得我校拟录取材料的申请人登录中国政府奖学金来华留学管理信息系统（https://studyinchina.csc.edu.cn/#/login）完成网上申请并上传相关材料（申请人系统操作指南详见附件）； 选择B类项目，黑龙江大学编号：10212
3. Applicants who receive a pre-admission notice must then log in to the Study in China (https://studyinchina.csc.edu.cn/#/login), complete the online application process, and upload the required documents (a step-by-step guide for applicants is provided in Appendix ).Select Type B Heilongjiang University No. 10212
4. 我校将分批次前将推荐人选上报国家留学基金委；

点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统。
第2步：录入“个人资料”。

申请人填写后，系统会自动显示所填写的代码代表的中国院校名称。受理机构编号与院校名称直接关联，如果填写错误，中国院校将无法收到在线申请信息。

接下来，点击“提交”完成申请。
第 6步：点击“打印申请表”并下载，在申请表左下角查询“申请流水号”，并将流水号告知所申请的中国院校。
申请被中国院校受理前，申请人可通过点击【撤销】撤回已提交申请，并进行修改。申请被撤回后，申请人须在编辑后再次提交，否则无法被中国院校受理。
注意：建议使用火狐或IE 11浏览器，如果使用IE浏览器，请去掉浏览器的“兼容性视图模式”后使用。

Online Application Guide
-For Applicants
Please read the instructions carefully before applying for the scholarship.
Step 1: Visit the official website of CSC by http://www.campuschina.org and enter the application portal by clicking “Scholarship Application for Students” at the upper right corner of the page.
Register an account through [CREATE AN ACCOUNT] and log in.
Step 2: Input Basic Information. Click “Edit Personal Details” and finish inputting personal details by filling in all the mandatory information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.
Step 3: Select the correct “Program Category”.
Please select Program Category “Type B”.
Step 4: Input Application Information
Next, please move on to the section of “Language Proficiency and Study Plan”.
(1) “Agency No.”Heilongjiang University（10212）
After inputting the five-digit agency number, name of the Chinese host university will be automatically displayed.
Agency number and the Chinese host university name are directly linked. If filled in incorrectly, the Chinese host university will not be able to process the online application.

Step 5: Upload “Supporting Documents”

(2) Passport Homepage: Applicant shall submit a clear scanned copy of his/her ordinary passport within validity
(3)Certificate of Highest Education: If not applicable, please upload a school letter or employment letter issued by your current foreign university.
(4)Transcripts of Highest Education. If not applicable, please upload a school letter or employment letter issued by the current f university.
(5)Study Plan: Personal Statement or Research Proposal in Chinese or English, at least 500 words..
(6)Physical Examination Record for Foreigner: Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English or Chinese (Appendix 4). Applicants staying in China less than 6 months could upload a personal health statement instead.
(7)Non-criminal records report: Applicants planning to stay in China for more than 6 months must submit a photocopy of the non-criminal records report issued by the public authority at current residency. Applicants staying in China less than 6 months could upload a non-criminal records statement instead.
(8)Pre-admission Letter: pre-admission documents or invitation letter issued by the Chinese host university (optional)

Then click “Submit” to complete the application.
Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.
Step 6: Click “Print the Application Form” and download the form. There will be a “serial number” on the lower left corner of each page, please take it down and inform the Chinese university you’re apply for.
※Applicants could revoke the submitted application by clicking “Withdraw” and edit the application any time before the Chinese host university start to process the application online. After revoking the application, applicant must submit again after re-editing. If not, the application will not be processed.
