The Ministry of Education and Heilongjiang Province Scholarship Program for International Students from Eurasian Countries
The Ministry of Education and Heilongjiang province have worked together, to set the Scholarship Program for International Students from Eurasian Countries in accordance with the spirit of the National Education Conference, and with the Guidelines of Building a Leading Country in Education, so as to accelerate the education development in the new northern frontiers, to advance the opening-up of Heilongjiang province, to deepen the educational exchanges and cooperation with Eurasian countries, as well as to push forward the joint efforts in the Belt and Road Initiative.
Over the past 5 years, under the strong support of the Ministry of Education and the leadership of the Heilongjiang Provincial Government, universities in the HLJ province have admitted more than 40,000 international students, making positive contributions to the incubation of international students, the promotion of educational exchanges and cooperation, and the consolidation of friendship between China and other countries. This Scholarship Program will further cement the connection in the co-training of students, the cooperation in sci-tech research and the interaction between people from universities both in Heilongjiang province and Eurasian countries, all of which will help inject new vitality into the deepening of HLJ’s educational cooperation, international communication and cultural exchange with its counterparts.

III. Applicant Eligibility
1. Applicants must be citizens of Russia, Belarus, Ukraine, Georgia, Armenia, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan, Turkmenistan, Moldova, Azerbaijan, or Mongolia.
2. Educational background and age requirements for applicants:
a) Those applying for a Master's degree in China must hold a bachelor's degree and be no older than 35 years of age.
b) Those applying for a Doctoral degree in China must hold a master's degree and be no older than 40 years of age.
3. Excellent academic performance (with a score of 80 or above on a 100-point scale).
4. Strong scientific research capability.
5. Must not have received any other scholarship funding.
6. At the time of application, applicants must have obtained a score of 180 or above in the HSK Level 4 within the past two years. Applicants who have not achieved a score of 180 or above in the HSK Level 5 will be required to take a one-year Chinese language preparatory course upon arrival at the university. They may only begin their specialized studies after obtaining a score of 180 or above in the HSK Level 5. (Applicants who have completed a bachelor's degree taught in Chinese and have obtained a degree certificate from a Chinese university are exempt from providing HSK certificates.)
IV. Application Method
Applicants must truthfully complete and submit the following application materials:
1. Applicants must fill in and submit basic application information in the "Study in China Online Application System" of the China Scholarship Council. After submitting the information, please print the automatically generated Chinese Government Scholarship Application Form, and sign it.

2. Notarized highest education certificate. If the applicant is currently a student or is employed, they must additionally submit a pre-graduation certificate issued by their current school or an on-the-job certificate issued by their employer. Documents in languages other than Chinese or English must be accompanied by a notarized translation in Chinese or English.
3. Applicants for Master's or Doctoral programs must provide academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by a notarized translation in Chinese or English.
4. Study or Research Plan in China (no less than 1000 words), written in Chinese or English, and signed by the applicant. Note: Please carefully write the Study Plan in China, as the academic expert review process will primarily reference the study plan for selecting the best candidates.
5. Applicants for Master's or Doctoral programs must submit two letters of recommendation from professors or associate professors, written in Chinese or English, and signed by the recommenders.
6. A copy of the passport information page.
7. Foreigner Physical Examination Form (copy, keep the original for yourself). This form is uniformly printed by Chinese health and quarantine authorities and must be completed in English. Applicants must strictly undergo the examination items as required in the Foreigner Physical Examination Form. Incomplete forms, forms without a personal photo affixed or without a photo stamped across the seal, or forms without the physician's and hospital's signatures and stamps are invalid. As the physical examination results are valid for only 6 months, applicants should determine the timing of their physical examination accordingly.
8. Certificate of No Criminal Record or Commitment Letter for No Criminal Record .
9. Academic Level Test Form for Undergraduate Enrollment of International Students: Undergraduate applicants are required to take the "Academic Level Test for Undergraduate Enrollment of International Students". The test score is one of the necessary conditions for the university's admission review. Test official website: www.csca.cn
10. Chinese Proficiency Certificate.
